The defence Commissioner of the Bundestag, Hans-Peter Bartels, holds a wide-ranging debate on the future reactions of the Bundeswehr in the event of Cyber-attacks is necessary. It experts should be involved outside of the military leadership and the policy, said Bartels.

greater knowledge would have to be established. “You have to know what you are talking about,” demanded Bartels in an interview with the German press Agency. Yet, much is unclear.

Cyber-attacks on States and important parts of the infrastructure are considered to be a significant risk and can run out of hostile States, state-supported Hacker gangs, or organized crime. Ambiguity as to the authorship can complicate reactions to it – such as the disruption of enemy IT systems. The Bundeswehr is currently expanding its own capabilities in the so – called Cyber-and information room (CIR), to be able to take action.

“This is still a debate, if possible, with the involvement of people who are not so expert, because you can say accident free Cyber, but it takes a deeper understanding of the things that are technically possible,” said the military representative. Retaliation was probably the only way to Cyber-attacks. “We need to see that we organize a well-informed debate. Since the Department of defense can develop a role to play, but also scientists, or writers, of the scenarios.”

In the modernization of the Bundeswehr and the procurement of missing equipment, the development goes according to Bartels in the right direction. For the armed forces it meant at the Moment but a double burden to cope with foreign operations and the increased demands on the Alliance for defence of Nato.

“That is again practiced, but it is still missing in the Material. I can only repeat what they have discussed in the last annual reports. The huge gaps are still there,” said Bartels.
