On the day, exactly 56 years after the signing of the Élysée Treaty, there is a new German-French friendship Pact. Chancellor Angela Merkel and French President Emmanuel Macron, the 16-page paper in Aachen. What exactly is in it? The main points from the draft:

base: For France and Germany it is time, “to raise their bilateral relations to a new stage and the challenges facing both States and Europe in the 21st century. Century”. This can go along with the “firm commitment to an international, rule-based, and on multilateralism reasons for the order, in the centre of the United Nations”.

Europe: “the two countries deepen their cooperation in the European policy. They are committed to an effective and strong Common Foreign and security policy and strengthen and deepen the economic and monetary Union.” (…) “Both States hold in front of the big European Meetings, regular consultations at all levels and strive, so, the common positions (…).”

duty of assistance: , Both sides approach their security and defence policy of increasing and strengthening systems of collective security, of which they are members. “They assist each other in case of an armed attack on their territory of any means in their Power to help and support areas; this includes military means.” (…) “Both States set up the German-French defence and security Council as a political control institution for these mutual obligations. This Council will meet regularly at the highest level.”

border regions: Existing obstacles to cross-border projects should be removed – “in particular in the areas of economic, social, environmental, health, energy and Transport”. (…) “Both countries will facilitate cross-border mobility, by linking the existing digital and physical networks, including the rail and road links, better together.”

environment and climate: the implementation of The Paris agreement on climate protection by 2015, and the Agenda to 2030 for the sustainable development of the United Nations progress is to be driven. Both States, “the consideration of climate protection in all policy areas”.

economy: the Integration of The economies towards a Franco-German economic area with common rules, to go into the detail, the harmonisation of the law will be brought forward. “Both States shall establish a Franco-German “Council of economic experts”, composed of ten independent experts”. Joint research and innovation programmes should be promoted.
