The letter in the text
“(…) It was always the beliefs of my reason, that our strength as a Nation is inextricably linked to the strength of our unique and comprehensive system of alliances and partnerships. Even if the USA remain in the free world, the indispensable Nation, we can protect neither our interests nor successful in this role, without strong covenants to maintain and to show these Alliance partners to respect. Like you, I have said from the beginning that the armed forces of the United States should not be the policemen of the world. Instead, we need to use all American power tools, in order to provide for the common defence. This also means that our covenants successfully. The 29 democracies in the Nato have demonstrated this strength in her willingness, after the attack of September 11. To fight in September on America with us. From 74 countries, existing International Alliance against the Islamic state is further proof of that.

I Also believe that we must resolutely and unequivocally take action against those countries, to lead its strategic interests, increasing tensions with the us. It is clear that China and Russia want to shape the world to their authoritarian model, by winning Veto rights over economic, diplomatic and security-policy decisions of other States to pursue their own interests at the expense of their neighbors as well as America and its allies. Therefore, we must use all the resources of American Power, to provide for the common defense.

I firmly believe, to treat allies with respect, and make no illusions about malicious actors, and strategic rivals, and this view is based on more than four decades of experience with such things. We must do everything Possible to place an international order to advance our security, our prosperity, and our values is the best, and we are strengthened in our efforts by the solidarity of our alliances.
Since you have a right to a defense Minister, whose views on these and other questions on your line, I believe it is right to resign. (…)”
